The Human Resources Department provides comprehensive personnel administration services to all City departments and employees.  These services include personnel policy development, recruitment and employment, compensation administration, employee benefit program administration, employment law compliance, personnel record-keeping, and general oversight of employee relations.

Human Resources is also responsible for coordinating the City’s drug and alcohol testing program, performing all administrative functions for the City's Firefighters’ and Police Officers’ Civil Service Commission, providing support in Police collective bargaining negotiations, and coordinating the risk management functions of the City.

Human Resources serves as the central hub for anything related to employees and the associated City policies, benefits and records management.
