General Information
The City of Port Neches is a Council-Manager form of government. The legislative and governing body of the City consists of a Mayor and five (5) Councilmembers. The Mayor and Councilmembers are elected at large by the registered voters of Port Neches.
The Mayor and Councilmembers hold office for three (3) years or until his/her successor is elected and qualified.
The uniform election date for the City of Port Neches is the first Tuesday, after the first Monday, of every November.

Qualifications for Office
City Charter Requirements:
- Citizen of the United States of America
- Qualified elector of the State of Texas
- Resided in the City continuously for the twelve (12) months immediately preceding the election.
1. Be a United States citizen;
2. Be 18 years of age or older on the first day of the term to be filled at the election or on the date of appointment, as applicable;
3. Have not been determined by a final judgment of a court exercising probate jurisdiction to be:
b) partially mentally incapacitated without the right to vote;
5. Have resided continuously in the state for 12 months and in the territory from which the office is elected for six months immediately preceding the following date:
b) for an independent candidate, the date of the regular filing deadline for a candidate's application for a place on the ballot;
c) for a write-in candidate, the date of the election at which the candidate's name is written in;
d) for a party nominee who is nominated by any method other than by primary election, the date the nomination is made; and
e) for an appointee to an office, the date the appointment is made;
7. Satisfy any other eligibility requirements prescribed by law for the office.
Applications for a Place on the Ballot
Any person having the qualifications required by the Home Rule Charter and the Texas Election Code, Section 141.001(a), may place his/her name in nomination as a candidate for an elected position by filing with the City Secretary an application for a place on the ballot in accordance with the Texas Election Code, accompanied by a nonrefundable filing fee of $100, or in lieu of the filing fee, a petition signed by a minimum number of twenty-five (25) qualified voters from the City.
You can obtain an application for a place on the municipal ballot from the City Secretary's Office, 1005 Merriman Street, Port Neches, TX 77651. Candidate packets are typically available at the beginning of July each year.
Office hours are Monday through Friday, 8:00 a.m. - 5:00 p.m.

The City of Port Neches anticipates contracting its election with Jefferson county and in turn will utilize the County's polling locations.
