The Human Resources Department provides comprehensive personnel administration services to all City Departments and employees.  These services include personnel policy development, recruitment and employment, compensation administration, employee benefit program administration, employment law compliance, and personnel record-keeping.

Other areas of responsibility include coordinating the City’s drug and alcohol testing program, performing administrative functions for the Firefighters’ and Police Officers’ Civil Service Commission, providing support in Police collective bargaining negotiations, and coordinating the risk management function of the City.
